R. Steven Davis

Steve Davis heads Qwest's Public Policy and Government Relations organization, responsible for the development and advocacy of the company's policies in regulatory, legislative and other governmental forums. The Qwest Public Policy and Government Relations organization includes the Qwest state presidents located in Qwest's 14-state residential service area, the Qwest government relations office in Washington, D.C., and Qwest's Corporate Social Responsibility group, which is responsible for Qwest's philanthropic activities throughout the U.S.

Mr. Davis joined Qwest in January 2000 as senior vice president and assistant general counsel of policy and law. He has more than 28 years of experience in telecommunications law, with particular emphasis in local, state and federal regulatory law.

Prior to joining Qwest, Mr. Davis held various legal and regulatory positions with AT&T, where, from 1996 to 2000, he was responsible for representing AT&T's interests in all state and local governmental matters.

Mr. Davis attended the University of Kansas, where he received both his Bachelor of Science degree and his Juris Doctorate degree.

Mr. Davis serves on the board of directors of the Qwest Foundation, Rocky Mountain Junior Achievement, Mile High United Way, and the Western Governors University National Advisory Board. He is also a member of Colorado Governor Bill Ritter's Task Force on Broadband. Mr. Davis and his wife Kim have two children and live in Denver.
