Qwest Local Interconnection - Facility Based Competitive Local Exchange Carriers (CLECs) products and services include Unbundled Network Elements (UNEs), Commercial Network Elements and other piece parts/individual components of Qwest's local network that typically require 'interconnecting' the Qwest network with your facilities to construct complete end-user offerings.
These products and services are provided in our 14-state local service territory to certified CLECs under terms and conditions and rates of an Interconnection Agreement (ICA) or Commercial Agreement.
