Qwest’s Unbundled Network Element (UNE) and commercial Network Element products and services are available to Competitive Local Exchange Carriers (CLECs) under terms and conditions and rates of an Interconnection Agreement (ICA) or Commercial Agreement. These products are piece parts or individual components of Qwest’s local network which are used by facilities-based CLECs to combine with elements of their networks to construct complete end user offerings.
