Qwest Government Services Procurement (GSP)
The mission of Qwest government services procurement (GSP) is to
provide procurement and subcontract support for its federal government
clients. In doing so, GSP fully supports Qwest's Small Business
Program initiatives.
All procurement activities are conducted in accordance with applicable
laws, recognized standards of business conduct, the Qwest compliance
program and the expectations of our federal clients via regulatory
flow down requirements.
While Qwest does not guarantee work to potential subcontractors,
suppliers, and/or teaming partners, we nonetheless seek quality
small businesses, disadvantaged, 8(a), HUBzone businesses, woman-owned
businesses, veteran owned businesses, and service disabled veteran
businesses.

Qwest Government Procurement Policy
Qwest government procurement policy, while consistent with the
Qwest corporate procurement policy, is differentiated from the
corporate
policy due to the uniqueness of the federally mandated procurement
policies that flow through Qwest's prime contracts and subcontracts.
As such, a separate set of policies, processes and are procedures
for compliance have been constructed and separately maintained
for
all Qwest government services procurements. These policies substantially
reflect the flow down provisions of the Federal Acquisition Regulations
(FAR) and agency supplemental regulations.

Small Business

Qwest Government Services, Inc. (QGSI) actively seeks and recruits the following qualified and federally certified (see "Becoming a Qwest Subcontractor" section) businesses as defined below to fulfill its subcontract, procurement and teaming requirements on behalf of our Federal clients.
- Small Businesses

Executive Endorsement
The Qwest Small Business Program initiative has received the highest endorsements from Diana Gowen, Senior Vice President, Qwest Government Services and from our Chairman and Chief Executive Officer, Edward Mueller.
Becoming a Qwest Subcontractor Each potential subcontractor, supplier or teaming partner is evaluated for their capabilities and pre-qualified to meet federal contracting requirements prior to being selected as a QGSI subcontractor.
To begin the evaluation process you must register your company as an Online Representation and Certification Applicant (ORCA) with the federal government (see web link https://orca.bpn.gov/). We cannot onboard a company without having their Representation and Certification record on file. We also highly recommend that you register your company in the Central Contractor Registration (CCR) database http://www.ccr.gov/ as it is the primary registrant database for contracts for the U.S. Federal Government.
Upon completion of your registration with both CCR and ORCA, you can download and complete Qwest’s Supplier Qualification Form. Please ensure that all sections of the form are completed as instructed as incomplete forms will not be accepted. Send your completed Supplier Qualification Form to:
