Diana L. Gowen

Senior Vice President and General Manager
Qwest Government Services

Diana L. Gowen is the senior vice president and general manager of Qwest government services. In this role, Ms. Gowen oversees the sales and marketing efforts of Qwest's solutions for its federal government customers, which comprises civilian, defense and intelligence agencies.

Under Ms. Gowen’s leadership, Qwest emerged as a victor in the highly competitive Networx Universal and Networx Enterprise contracts by the General Services Administration (GSA). They add to other significant awards during her tenure, including the DISA-DATS contract and Local Service Agreements to serve federal government customers in GSA Regions 8 and 10.

Ms. Gowen has more than 25 years of experience as a senior executive in the communications industry. She began her career working in the federal government for both civilian and defense agencies in the United States and abroad. Before joining Qwest in 2005, she was president of government solutions for Corvis and Broadwing Communications. 

Previously, Ms. Gowen served as vice president of MCI Government Markets, where she led the sales and program efforts for the defense, intelligence and most of the civilian agencies. Program responsibilities included: GSA’s Federal Telephone Services 2001 (FTS2001), Defense Information Systems Network (DISN), Navy Marine Corps Intranet (NMCI), Department of State’s Diplomatic Telecommunications Service Program Office (DTSPO) SPECTRUM, Social Security’s Managed Call Center and several others. Ms. Gowen also helped launch MCI in Internet and other advanced data networking services through her work in support of the National Science Foundation (NSF) and the Department of Defense (DoD). 

Before her tenure at MCI, Ms. Gowen was an executive at AT&T, where she focused on sales, marketing and product management, including an assignment in Bell Lab’s Venture Technology organization.

Ms. Gowen received a bachelor of science and a master of business administration from the University of Maryland in College Park. She is an active member of the Armed Forces Communications and Electronics Association (AFCEA) and sits on the board of directors, the strategic development committee and the executive committee of the board of directors of AFCEA International. Ms. Gowen is also on the National Security Telecommunications Advisory Committee’s Industry Executive Subcommittee (NSTAC-IES), and is a member of the Industry Advisory Council (IAC), the Association of the United States Army (AUSA), and the Security Affairs Support Association (SASA). She is also a Fed 100 Award Winner by Federal Computer Week (FCW) and a recipient of the “Industry Executive of the Year Award” by Government Computer News.
